Minnesota Lawmakers Move One Step Closer to Banning Classic Cars

A Minnesota proposal aimed at clarifying rules for collector vehicles is drawing scrutiny over concerns it could significantly restrict when classic car owners are allowed to drive their vehicles.

The legislation, HF 3865, is being presented as a measure to standardize and clarify existing laws governing collector-class vehicles.

But critics say the bill goes further, potentially limiting how and when owners can use vehicles they already legally own.

Proposed Rules Would Narrow When Vehicles Can Be Driven

Under current law, collector vehicles are generally restricted from daily transportation but still allow for flexible recreational use, including informal drives, repairs, and community gatherings.

HF 3865 would introduce more defined limitations.

The bill allows collector vehicles to be driven on public roads during daylight hours on weekends, as well as for organized events such as exhibitions, parades, and car shows.

Outside of those circumstances, the language leaves less clarity about permissible use, raising questions about whether weekday driving, evening outings, or informal meetups would still be allowed.

The proposal would apply broadly across multiple categories, including vintage vehicles, classic cars, street rods, military vehicles, and classic motorcycles.
