Local officials in Spain’s North African enclave of Ceuta urged the government in Madrid to declare a national emergency as thousands of migrants bypassed border security and entered the territory from Morocco.
Viral footage showed large groups of people walking around the breakwaters at Tarajal beach onto local roads.
Most of the people in the footage appeared to be young men.
