Obama blasted for ‘parallel’ government
Setup called ‘outside the limits set by Congress,’ ‘encourages illegal immigration’
Federal bureaucrats handed out more than 5.5 million new work permits to aliens in the U.S. from 2009 to 2014 beyond the number of new green card and temporary worker admissions, according to a new report that accuses the Obama White House of setting up a shadow government program.

“This is a huge parallel immigrant work authorization system outside the limits set by Congress that inevitably impacts opportunities for U.S. workers, damages the integrity of the immigration system, and encourages illegal immigration,” said the report by Jessica M. Vaughan of the Center for Immigration Studies.

“A huge number of work permits, 1.7 million, were issued to aliens whose status was unknown, not recorded by the adjudicator, or not disclosed by U.S. Citizenship and Immigration Services, the agency that processes the applications,” the report said.

“This should be a concern; work permits are gateway documents to driver’s licenses and other benefits, and if the government agency issuing them does not know or will not disclose how the bearer arrived in the country how can others rely on the authenticity of an individual’s identity?

“It is equally disconcerting if the government does know and chooses not to disclose it,” the report said.

Obama has issued a series of presidential memos that defer deportation and offer privileges to several million illegal aliens, effectively granting them amnesty, according to his critics.

The National Review reported: “The remarkable number of work permits granted by the federal government to law-breaking aliens better explains how all net jobs growth since 2007 has gone to immigrants. … And the data show that approximately 1,200 new work permits went to unlawful entrants who were denied asylum, were suspected of using fraudulent documentation, were stowaways, or were refused at a port of entry.”

According to CIS, more than 5.5 million new work permits were issued to aliens over those years “above and beyond the number of new green card and temporary worker admissions in those years.”

CIS said 1.8 million new work permits were issued to illegal aliens with temporary visas or those who entered under the Visa Waiver Program.

“Of these, about 1.2 million (67 percent) had a visa status for which employment is not authorized by law. For example, more than 470,000 work permits were issued to aliens on tourist visas and
532,000 were issued to foreign students. More than 156,000 were issued to dependents of students and guestworkers, all in categories not authorized for employment by law.”

The report said: “In addition, 963,000 new work permits were issued to aliens who have been granted permanent status or have a status that will lead to a green card. These are primarily refugees (418,000), fiancés of U.S. citizens (164,000), and approved asylum applicants (174,000).

“About 982,000 new work permits were issued in this time period to illegal aliens or aliens unqualified for admission. Of these, 957,000 were aliens who crossed the border illegally (Entered Without Inspection). Inexplicably, 1,200 new work permits were issued to aliens who were denied asylum, were suspected of using fraudulent documents, were stowaways, or were refused at a port of entry.”

CIS said the numbers came from documents obtained under a Freedom of Information Act request.

“I was astonished at the huge number of work permits that are being issued by the Obama administration outside the legal immigration system through executive discretion, especially at a time of high unemployment and stagnant wages,” Vaughan, the director of policy studies at CIS, said in a statement. “Besides the effect on the American worker, it encourages and rewards more illegal immigration.”

NRO said the U.S. Senate is to vote this week on a bill that funds the Department of Homeland Security while blocking funding for Obama’s executive memos.

WND repeatedly has reported on the controversies over Obama’s executive actions on immigration, including several lawsuits.

WND also had revealed that Obama never signed any executive orders directing the Department of Homeland Security to fulfill his announced immigration action effectively granting amnesty to millions of illegal aliens.

Instead, he implemented the measures outlined in his Nov. 20 speech to the nation through a DHS memorandum signed by Secretary Jeh Johnson Nov. 20 titled: “Exercising Prosecutorial Discretion with Respect to Individuals Who Came to the United States as Children with Respect to Certain Individuals Who Are the Parents of U.S. Citizens or Permanent Residents.”

At that time Johnson signed a total of 10 memoranda expanding the Obama amnesty beyond the illegal alien parents of minors born in the U.S. to include virtually every illegal alien currently in the U.S.

Moreover, none of the DHS memoranda have been filed in the Federal Register, in apparent violation of federal agency rulemaking authority that demands all rule changes be published in the Federal Register and made available for public comment prior to being implemented.

Commenting on the 10 memoranda signed by Johnson, Jon Feere at the Washington-based Center for Immigration studies said they “are limited in detail and leave much of the policymaking to executive branch agencies,” causing him to conclude that “much remains unknown about exactly how this scheme will operate.”

Mark Krikorian, executive director of the Center for Immigration Studies, agreed.

“We probably won’t know what these memoranda mean until after DHS starts implementing these new rules,” Krikorian said. “None of these memoranda are based in law. The memoranda are really nothing more than a calculation of what the Obama administration thinks it can get away with.”

In 2013, the Obama administration extended a waiver to immigrant visa applicants who are spouses, minor children or parents of U.S. citizens and lawful permanent relatives. The memo extends the waiver also to include anyone who is a relative of U.S. citizens and lawful permanent relatives. The goal is to allow to stay in the U.S. all illegal immigrants who can prove “family ties” to former illegal immigrants who are now either U.S. citizens or lawful permanent residents.

The amnesty orders, along with the continuation of funding by Congress for Obamacare, has prompted a “Dump Boehner Now” letter writing campaign to encourage majority GOP members of the U.S. House to replace Speaker John Boehner.

It was under his watch that the GOP-controlled House agreed to Obama’s plans for more funding for Obamacare and amnesty.

The campaign already has generated in excess of 575,000 letters to Congress.
