United States Designates the Gulf Clan as a Terrorist Organization: A Forceful Shift in the War on Drugs

The United States Government announced the decision to officially designate the Clan del Golfo as a foreign terrorist organization, a measure that raises the level of confrontation against drug trafficking in Hispanic America.

The announcement, made by Secretary of State Marco Rubio, marks a profound shift in US strategy by equating this criminal group with international terrorist organizations.

The Gulf Clan , considered the most powerful illegal armed group in Colombia, has for years been identified as responsible for large-scale drug trafficking to North America, as well as for systematic acts of violence that have affected entire communities.

This designation opens the door to far more severe legal, financial, and operational actions by Washington.

Who Is the Gulf Clan?

The Gulf Clan, also known as the Gaitanist Self-Defense Forces of Colombia (AGC), emerged following the partial demobilization of paramilitary groups in the 2000s. Far from disappearing, the organization restructured itself into a highly organized criminal network, with a presence in more than half of Colombian territory.

According to Colombian and international authorities, the group has between 7,000 and 9,000 members, controls key drug trafficking routes, and maintains alliances with international cartels. In addition to cocaine trafficking, it is involved in extortion, illegal mining, smuggling, immigrant trafficking, and targeted assassinations.

Why the US Considers It a Terrorist Group

The US Department of State justified the designation by stating that the Gulf Clan uses terror tactics to impose territorial control, including armed attacks against security forces, assassinations of social leaders, and systematic threats against the civilian population.

Under US law, this designation allows authorities to:

  • Freeze financial assets linked to the group
  • Criminally prosecute any individual or entity that supports it
  • Intensify intelligence operations and military cooperation
  • Expand international sanctions

Security analysts warn that this measure goes beyond the fight against drug trafficking, as it classifies the Gulf Clan as a direct threat to the national security of the United States.

Impact in Colombia and on Peace Talks

The US decision comes at a politically sensitive moment, as the government of Colombian President Gustavo Petro is holding exploratory talks with the Gulf Clan as part of its “total peace” policy.

These dialogues aim to achieve the group’s demobilization and reduce violence, but they have been strongly criticized by sectors that argue such negotiations legitimize criminal organizations.
