Germany Moves to Force Social Media Platforms to Push ‘State-Approved’ Content onto Users

by Frank Bergman

German state governments are pushing a sweeping plan to force social media platforms to fill at least 20% of their algorithmic recommendations with content from “approved” corporate media outlets, handing public broadcasters guaranteed preferential exposure.

The proposal would give authorities a direct role in shaping what appears in users’ feeds on platforms, including Facebook, X, TikTok, and Instagram.

Critics are blasting the measure as a state-mandated propaganda push that would strengthen establishment media’s grip on online debate while being marketed as a defense of opinion diversity.

Public Broadcasters Get Preferential Treatment

Under the draft Digital Media State Treaty, public broadcasters including ARD, ZDF, and Deutschlandradio would automatically qualify for certain offerings.

Private outlets, meanwhile, would generally have to apply to Germany’s 14 state media authorities for access to the approved pool.

The result would be a legally mandated advantage for public broadcasters, while private competitors must satisfy an official approval process.

Berliner Zeitung described the proposal as involving “media quotas with an advantage for ARD and ZDF.”

The newspaper warned that publicly funded broadcasters could expand their visibility against private publishers that depend on advertising revenue and subscriptions.

Platforms would still use algorithms and user interests to select individual recommendations from the approved pool.

But the government-imposed quota would dictate that at least one-fifth come from qualifying outlets.

Critic Blasts Attempt to Dominate Online Discourse

Commentator Bernd Kaiser condemned the automatic advantages for public broadcasters.

“And who gets this golden seal of quality for preferential playback completely automatically?” Kaiser wrote.

“Of course, the public broadcasters.

“Private publishers, on the other hand, get to play the supplicants and politely apply for the status at the so-called ‘state-independent’ media authorities.
