Federal Judge: DC Ban On Carrying Handguns In Public Is Unconstitutional On July 26, federal Judge Frederick J. Scullin Jr., ruled the District of Columbia’s ban on carrying firearms in public is unconstitutional and ordered that the enforcement of the ban be halted.
