Federal Judge: DC Ban On Carrying Handguns In Public Is Unconstitutional On July 26, federal Judge Frederick J. Scullin Jr., ruled the District of Columbia’s ban on carrying firearms in public is unconstitutional and ordered that the enforcement of the ban be halted. The ruling came as the result of a suit filed against DC “by four plaintiffs and the Second Amendment Foundation.” According to The Washington Post, Scullin said he wanted enforcement of the ban halted “unless and until” DC adopts “a constitutionally valid licensing mechanism.” It is not yet clear whether DC will appeal the ruling.
