No Mention of ‘Constitution’ in Obama’s Amnesty Speech In declaring his executive amnesty on Thursday evening, President Barack Obama did not use the word “Constitution” once. He cited the supposed precedent of previous executive orders by earlier presidents, and he spoke about law enforcement, but he never once showed how the actions he proposed to take are constitutional.
