Its purpose isn’t to address man-made climate change by reducing industrial greenhouse gas emissions to avert catastrophic global warming. It’s to win next year’s election against Andrew Scheer and theConservatives. Trudeau’s scheme will not do what he says it will do. It will not, despite his claims, meet, along with other measures like more spending on public transit — the commitment he made to the United Nations in the 2015 Paris climate accord to reduce Canada’s emissions to 30% below 2005 levels by 2030....
